A group of mice held a council. They knew what they had to do. If they could only find a solution to their problem — the Cat — their lives would be so much better. The Cat’s stealthy ways, cruel torture, and deadly pounce threatened all of the mice, every day.
But what could they do? They brainstormed and debated and seemed to get nowhere. Finally one mouse got everyones attention to say: We get eaten by the Cat because we never know where it is. All we need to do is tie a bell around the Cat’s neck! Then we can track its every move, we will always hear it coming, and all of our problems will be solved!
Everyone in the council cheered, unanimously applauding the brilliant suggestion. Belling the Cat indeed would solve their problem, so no one could be against that.
Then another mouse spoke up:
… And Who Shall Bell the Cat?
